The OCTA Section Manager II (or, depending on qualifications, Level III) supervises procurement personnel and manages the procurement and contracting process in certain agency business units, including commodities, consultant services, and contract transportation. As the key agency resource for procurement information, the Manager ensures compliance with established practices, such as Federal Acquisitions Regulations and grant-funded agencies. The Manager also oversees and guides staff as to current practices, policies, and schedules, ensuring balanced workloads, training, career development, and performance evaluation. Other responsibilities of the Manager include but are not limited to cost control, evaluation and review, conformance and compliance, management reports, and seeing that teams actively pursue established Disadvantaged Business Enterprise (DBE) and small business goals. The qualified candidate will be familiar with public contracting principles, federal and California State procurement, contract law, negotiation and the writing of clause strategies, finance, purchasing, principles of accounting, personnel supervision, contract-risk management, and administration practices. A typical way of acquiring the knowledge, skills, and abilities outlined above is with a bachelor’s degree in business administration plus some combination of a minimum of six years of experience in procurement and contracts and three years of previous management experience.
