JOINT NASPO/NIGP/UPPCC PUBLIC STATEMENT

For the past year, NASPO, UPPCC and NIGP have been working collaboratively to define the elements of an agreement between them regarding governance issues and a relationship between the organizations that best serves the public procurement community. These discussions began after NASPO and UPPCC requested that NIGP be removed from the governance of the UPPCC programs since it had developed its own separate leadership-focused, professional certification program. On March 30, 2023, a settlement agreement was reached between NASPO, NIGP, and UPPCC on changes to UPPCC’s governance structure that include NIGP leaving/withdrawing its position on UPPCC’s Governing Board.

To support public procurement officials in their pursuit of certification and recertification, the UPPCC will accept NASPO and NIGP programs, events, and materials that align with the 2021 Body of Knowledge-Competencies (BOK-C) and NIGP will accept NASPO programs, events, and materials that align with the 2020 Public Procurement Competency Framework (PPCF). Certificants seeking UPPCC recertification shall continue to receive points for professional contributions to procurement for volunteer activities with NIGP or NIGP Chapters, under this agreement. Moving forward, UPPCC will have the full support of NASPO to ensure the value, relevance, and integrity of both the CPPO and CPPB certification programs. Likewise, the NIGP Certified Procurement Certification program will have the full support of NIGP as the Institute continues to integrate learning and credentialing options through its Pathways program.
