Dianne Lancaster Honored with Giulio Mazzone Distinguished Service Award

Lexington, KY – The National Association of State Procurement Officials (NASPO) honored Dianne Lancaster with the Giulio Mazzone Distinguished Service Award during the 2020 Annual Conference on September 16, 2020.

Dianne has over 35 years of public procurement and contracting experience, including time as the Chief Procurement Officer for the state of Oregon. She is a staunch advocate for the value of cooperative contracting, and during her tenure at Oregon, she was actively involved in the Western States Contracting Alliance, now NASPO ValuePoint.

In her role as Chief Learning Officer with NASPO, she has supported significant educational initiatives, including strengthening and expanding NASPO’s academic partnerships, the development of the State Training Coordinators Conference, and the sponsorship of the 2nd and 3rd editions of “State and Local Government Procurement: A Practical Guide.” NASPO Chief Executive Officer, Lindle Hatton, spoke to Dianne’s accomplishments, “Dianne has served very admirably as NASPO’s Chief Learning Officer to build a high-quality Procurement U program. She has served NASPO and ValuePoint with strong leadership and integrity throughout her illustrious career. We are very appreciative of her contributions and share in her joy for receiving this prestigious award.”

Dianne holds a Certified Public Procurement Officer (CPPO) designation from the Universal Public Procurement Certification Council, and she has earned numerous organizational awards, including the NASPO President’s Special Award for Outstanding Leadership & Service on multiple occasions.

Jeff Holden, Giulio Mazzone Distinguished Service Award Task Force Chair stated, “Dianne has always been a calm voice of reason and advocate for constant improvement. She has shown great leadership wherever she has been and is a fantastic addition to the esteemed list of Mazzone Award recipients.”

NASPO’s Giulio Mazzone Distinguished Service Award program recognizes service, on a continuing exemplary basis, to the public purchasing profession. The program was created in 1982 as the NASPO Distinguished Service Award, and in 1994 it was renamed for Giulio Mazzone.
